Iowa DNR enters into a consent order about a property in Aredale

The Iowa Department of Natural Resources has entered into an Administrative Consent Order with the owner of a property in Aredale.  The order shows that the site is a residential property at 90 North 1st Street, and had been owned by Clint Frey, who in January of 2024 was issued a notice of violation letter from the DNR for illegal open dumping and improper waste tire storage, with about 200 tires at the location.

Frey transferred ownership of the property to Jayne Quario in April 2024, and she later received a Notice of Violation from the DNR in August of last year for allegedly burning tires at the property.  Quario then received a second violation notice for burning down the home at the site with tires inside of the structure, with the DNR receiving a complaint about the fire on November 12th, 2024, and the violation being issued on December 3rd.

The Administrative Consent Order calls for Quario to stop all illegal open burning and open dumping activity at the site in Aredale.  In addition, within 120-days of the order being signed by the DNR, she will have to dispose of the remaining waste on site at a landfill, and shall submit disposal receipts to the DNR.  And finally, if the site is not cleaned and the receipts are not submitted, Quario will have to pay a stipulated penalty of 2-thousand dollars.
