RADIO IOWA: Bill sets tax for carbon flowing through Summit’s proposed pipeline

A bill that would tax liquid carbon dioxide transported through a proposed pipeline has cleared an Iowa Senate committee. Lawmakers who advanced the bill say they will continue working on how the state tax would be assessed.

Republican Sen. Dan Dawson of Council Bluffs says the state has invested heavily in the ethanol industry and he is interested in establishing a tax on carbon shipped out of Iowa ethanol plants.

Pipeline developer Summit Carbon Solutions opposes the bill, saying it would increase project costs.

Critics of the pipeline urged lawmakers to instead focus on separate legislation addressing eminent domain, arguing it would better protect the property rights of landowners who do not want the pipeline crossing their land.
