
The Franklin County Board of Supervisors approved several personnel and financial decisions during a special session Friday morning at the county courthouse.
Supervisors voted unanimously to switch to the ISAC Health Insurance plan for the 2027 fiscal year after being told county health insurance rates are expected to increase by about 6 percent. Employee contribution rates were set at 10 percent of the premium for family coverage and 5 percent for single coverage.
The board also approved changes to the county’s classification and compensation guidelines, clarifying how annual cost-of-living adjustments are calculated and documented. Supervisors later voted to set a 2.2 percent cost-of-living adjustment for fiscal year 2027, with step increases of 2 percent between pay grades.
In addition, supervisors approved pay increases for elected officials, including 5.5 percent for the county attorney, 5 percent for the sheriff and auditor, and 4.5 percent for the recorder and treasurer.
The board also approved a nearly $949,000 contract with Bi-State Masonry of East Moline, Illinois, for courthouse repointing work.
