Man sought after failing to return to Waterloo work release facility

A man convicted of multiple felony charges in Black Hawk County is being sought after failing to return to a work release facility.

According to a press release from the Iowa Department of Corrections, 54-year-old Mark Desmond Kelly did not report back to the Waterloo Residential Correctional Facility as required on Sunday, Feb. 8.

Kelly was serving time following convictions for second-degree robbery, first-degree theft and possession of a controlled substance, methamphetamine. He was admitted to the work release program on Nov. 6, 2025.

Kelly is described as a Black male, 5 feet 7 inches tall, weighing approximately 209 pounds.

Anyone with information on Kelly’s whereabouts is asked to contact local law enforcement.
