Belmond City Council approves I-PLEDGE Agreement

The Belmond City Council approved several key items during its meeting Monday, including moving forward with the city’s 2026 Wastewater Treatment Facility Improvement Project.

Jason Petersburg of Veenstra & Kimm presented details of the project, which will add components not included in the facility’s last upgrade. The council unanimously approved a resolution 2026-05, setting a public hearing and bid letting date.

Council members also approved the hiring of Kevin Tapia as a new Belmond police officer. Tapia will begin February 23rd and attend the shortened police academy in March. A four-year officer reimbursement agreement was approved as part of the hire.

In other business, the council approved a 28E agreement with the Iowa Department of Revenue for the fiscal year 2026 I-PLEDGE  program, allowing the police department to conduct tobacco compliance checks locally. The state has extended the agreement deadline to June 30th. The council also approved writing off $238.68 in uncollectible utility charges.
