Hampton Council approves urban renewal agreement for courthouse repairs

The Hampton City Council on Thursday approved an urban renewal joint agreement with Franklin County, clearing the way for upcoming courthouse rehabilitation work.

County Auditor Katy Flint told council members the county plans to establish an urban renewal area encompassing only the courthouse square in order to use a reverse referendum bonding process for approximately $1.3 million in repairs. The projects include nearly $950,000 in tuckpointing work and a $337,000 electrical system upgrade, which has not been updated since the 1970s.

Because the courthouse is located within Hampton city limits, city approval was required. Flint said the agreement carries no financial impact to the city, as the county does not pay property taxes. 

The Hampton City Council reviewed proposed projects under the fiscal year 2027 street rehabilitation program, including multiple base bid street segments and several bid alternates. Council members approved the program overview but excluded the bid alternate for work along 1st Street SE from 5th Avenue to the south end of the street.

Council members also set a public hearing on the fiscal year 2027 property tax levy for March 26th at 6:00 p.m.
