
The Iowa House has passed a bill placing new state restrictions on farm equipment manufacturers, allowing owners of tractors and combines to repair diesel exhaust fluid systems on their equipment.
Republican Rep. Derek Wulf of Hudson, a farmer, said the language could be interpreted to mean the systems could be permanently disabled or removed.
The Trump administration recently announced that under its interpretation of the Clean Air Act, exhaust systems on diesel-powered farm equipment may be disabled for repairs and that manufacturers cannot justify limiting access to necessary tools or software.
The bill approved Monday night would require manufacturers to provide free information and software needed to diagnose and repair diesel exhaust systems. Manufacturers would also be required to sell tools and replacement parts used in those repairs at reduced prices.
