Hampton Council Approves New No-Parking Zones Despite Resident Opposition

The Hampton City Council last week reviewed three requests for chickens on properties within city limits for Butch and Jennifer Gruelke at 1000 4th St. SE, Taylor and Sarah Kolb at 1620 140th St and for Mary Rodriguez at 1013 4th St. SE. 

The council approved the Gruelke and Kolb requests on 4-2 votes. The request from Mary Rodriguez was denied as the council voted 3-3 on the matter and Mayor Steve Birdsall cast the tie-breaking no vote. 

In other business, the Hampton City Council considered the third and final reading of an ordinance which proposes new no-parking zones along 3rd Avenue SE on the north and south side from 3rd Street SE to 4th Street SE and along 3rd Street SW on the east side from Central Ave West to 1st Avenue SW. Before approval, City Manager Ron Dunt read a written statement from Dustin Halverson opposing the ordinance. In his letter, Halverson stated he needs on-street parking to accommodate his truck and trailer for work. After discussion, the council, on a 4-2 vote, adopted the ordinance as presented. 

Mark Crawford of Crawford Engineering presented several items to the council related to the 2025–2026 Street Rehabilitation Program. First, the council approved Change Order #1 in the amount of $7,385. Next, the council approved Contractor Pay Request #1 to Heartland Asphalt for $250,261.04. Finally, Crawford presented the overall 2025–2026 Street Rehabilitation Program for acceptance. Retainage in the amount of $13,171.63 was withheld and will be released no sooner than 30 days from the date of acceptance and was approved by the council unanimously.
