Iowa’s voter registration law has let Iowans without a photo ID have a relative, neighbor or friend confirm they’re eligible to cast a ballot on Election Day in their precinct. West Virginia is the only other state with a voter ID law that allows this option and a bill on its way to the governor will ban the practice in Iowa. Supporters say it’s about maintaining election integrity. Critics say it’s mostly elderly Iowans who don’t have a driver’s license or can’t find it who’ve had someone else vouch that they are who they say they are — and are eligible to vote on Election Day.
