
State Auditor Rob Sand, a Democrat running for governor, is proposing term limits for legislators and statewide elected officials, along with mandatory prison time for any public official convicted of embezzling tax dollars.
Sand also supports banning Iowa elected officials from trading stocks. He has suggested requiring candidates to pass both a cognitive test and a civics test before being allowed to run for election or re-election.
In addition, Sand is calling for open primaries, which would allow independent voters to participate without changing their party registration to Republican or Democratic.
Republican Party officials say Sand has previously praised ranked-choice voting, which they argue leads to delays in election results and is illegal in Iowa under a state law passed last year. Sand says that is not what he has proposed.
