
The Iowa Department of Corrections is asking for public help locating a man who failed to return to the Waterloo Residential Correctional Facility.
Officials said Mark Desmond Kelly failed to return to the work release facility as required Monday.
Kelly is serving time for second-degree robbery and first-degree theft in Black Hawk County. He was admitted to the work release facility Nov. 6, 2025.
Kelly is 55 years old. He is described as a Black man who is 5 feet, 7 inches tall and weighs 209 pounds.
Anyone with information on Kelly’s whereabouts is encouraged to contact local law enforcement.
